Second Regional Science and Technical Panel Meeting  

The Second Regional Science and Technical Panel (RSTP) Meeting was held from 15th to17th December 2005 in the “City of Eternal Spring,” or Kunming, China. The Panel members consisted of Regional Working Group (RWG) Chairpersons, National Project Co-ordinators, the Project Manager, and experts from the region. UNDP and observers from UNEP Northwest Pacific Action Plan, Worldwide Fund for Nature, Wetlands International, and UNEP Regional Seas Programme also attended the meeting.

Of special note was the participation of a delegation from the Democratic People’s Republic of Korea, as observers to the meeting. The delegation actively participated in the discussions and contributed to the successful outcomes of the Meeting.

The first year of Project implementation progress at regional level was reported by the Project Manager and RWG Chairpersons, while the National Project Co-ordinators reported on achievements at national level. Panel members discussed the proposed “Public Awareness and Participation Strategy,” draft execution plan for Governance Analysis, draft execution plan for Environmental Valuation, data sharing and management, terms of reference for the RWG, NPC, and Inter-ministerial Co-ordinating Committee, future activities to be implemented, and the budget and workplan for 2006 and onwards.

The discussions, solutions, and agreements reached during the Meeting on how to implement future activities reinforced the spirit of regional co-operation between the participating countries, and also with regional partners in sharing information and expertise.

The new budget and activities were submitted to the Project Steering Committee Meeting for approval. Details on the Meeting’s outcomes can be found in the Meeting report that is available from the Project website, http://www.yslme.org.
