Consultant for Political and Social Acceptance Analysis of the Strategic Action Programme

 

To promote ecosystem-based, environmentally-sustainable management and use of the Yellow Sea and its watershed, the UNDP/GEF Yellow Sea Large Marine Ecosystem (YSLME) Project will develop a regional Strategic Action Programme (SAP). The SAP, which is subject to approval by participating countries, will define management actions to improve relevant policies and legislations, reform institutional arrangement, and provide practical technical solutions. It is necessary to find out the social and political acceptability of the SAP, by carrying out a study to analyse opinions of relevant stakeholders on the draft SAP. The study, the Political and Social Acceptability Analysis (PSAA), will help to make the SAP better known by relevant stakeholders, clarify the public opinions towards potential management actions, and find out the limitations of the draft SAP. By providing such information, the PSAA will serve as a basis for further improvement of the draft SAP and contribute to securing the government approval of the final SAP. The results of the PSAA will be used as a reference to support the approval of the SAP.

Two (2) PSAA studies will be implemented: one for China and one for Republic of Korea (ROK).

Qualifications:
The institution selected to carry out this task should have the following qualifications:
• Organisations, including NGOs, with at least 10 years of experience and expertise in the Yellow Sea governance/geopolitical issues;
• Familiarity with the YSLME Project and the concept, procedure, and content of the draft SAP;
• Good knowledge on national institutions, legislative framework and stakeholders that relevant to protection of marine environment and sustainable use of marine and coastal resources;
• Ability to access necessary data and information through the databases, information centres, and other relevant institutions in the region;
• Available time and good interpersonal skills, and ability to liaise with a wide range of stakeholders, including all levels of governments, NGOs, and local community; and
• Financial accountability with professional financial management system.
