individuals to implement a demonstration activity on “Calculation of
Nutrient Loads in Hot Spot Areas ” in order to incorporate the
calculations into national development plans to assist the government in
controlling total loading to the Yellow Sea.

***The demonstration activity on “Calculation of
Nutrient Loads in Hot Spot Areas” should address the regional target of
“reduction of total loading from point sources from 2006 levels (China
will reduce total N loading from point sources 10% from 2006-2010).”
This activity should provide an estimated calculation of nutrient loads
in the proposed work area. It should also show the effectiveness of
incorporating such calculations into national development plans to
assist the government in controlling total loading.*** The activity should also meet the following requirements: 1. carried out in any hot spot estuarine area in the Yellow Sea; 2. calculate nutrient loads in the hot spot using historical data; 3. carry out seasonal cruise + gather data from additional monitoring by a relevant government agency to validate the calculation; 4. identify the main nutrient sources. Where possible, also identify the nutrient sources from upland; 5. model nutrient loads in the hot spot; 6. assess impacts of eutrophication on the local ecosystem; 7. advise relevant government agencies on appropriate nutrient control schemes for the hot spot; 8. establish a forum to begin discussing and improving understanding of environmental capacity; and 9. make preliminary steps toward incorporating total loading control into national development plans.
