Project Management Office (PMO)


The PMO will provide a coordination and management structure for the development and implementation of the Yellow Sea LME Project in accordance with the rules and procedures of UNDP/GEF, based on directions provided by the Project Steering Committee. The PMO is also responsible for facilitating regional integration and synthesis.

Yihang Jiang, the Project Manager, trained as physical oceanographer in the Ocean University of China. After served in the State Oceanic Administration, China as the Deputy Director of Ocean Survey Division, he joined the Intergovernmental Oceanographic Commission of UNESCO. He worked in the UNESCO Headquarters in Paris from 1988-1993. He joined in the establishment of the IOC Regional Office for WESTPAC in Bangkok, and was the first staff of the office. In 1998, he transferred from UNESCO to UNEP, and worked as Senior Expert in the East Asian Seas Regional Co-ordinating Unit (EAS/RCU), and the UNEP/GEF South China Sea project.

Connie Chiang

Trained in wetlands ecology from Duke University, Connie has experience in research on wetland biogeochemical cycling and restoration of coastal wetlands in the United States. From 1999 to 2004, she worked in Bangkok, Thailand, for UNDP/GEF, UNOPS, and UNEP, implementing projects on global environmental change, coral reef management, and marine pollution in the East Asian seas region. Connie brings to the PMO extensive international project management experience.

Isao Endo
Environmental Economist

Trained as an environmental economist, Isao focuses on the economic valuation of environmental quality. Prior to joining PMO, he estimated Willingness to Pay for water supply services in the arsenic affected areas in Bangladesh, led a multi-disciplinary team to assess the impacts of water and sanitation projects on Lake Nakuru in Kenya, and helped a local government in the Philippines to formulate and implement its environmental plan. His recent assignment with the World Bank gave him exposure to and experience in Strategic Environmental Assessment. Isao holds the master’s degree of Environmental Management from Yale University.

Mark Walton

Originally trained as an aquaculturist, Mark worked on a number of species in UK and Central America. While implementing the EU INCO Project “Mud crab culture and management” with SEAFDEC ADQ (Philippines) and Can Tho University (Vietnam) he developed an interest in the complexities of fisheries. He spent three years living in Vietnam and the Philippines working on mud crab fisheries, stock enhancement techniques and evaluating the benefits of mangrove reforestation. His love of mangroves and fascination with the relationship between mariculture and fisheries has led to consultancy work on mangrove replanting projects in the Philippines and oil spill damage claims assessment. He obtained his doctorate from the University of Wales, Bangor

Sungjun Park
Finance and Administration Officer

Sungjun was conferred a Master’s degree in International Management, specializing in management, finance and accounting, and has wide knowledge of finance, economy, and business management. Working globally with various companies, Sungjun has functioned as branch representative, director, and General Manager in his past posts giving him an extensive set of business skills to combat his financial opponents, and win at tennis.

Junghwa Kim

Parlez-vous francais? Speak English? Multi-lingual Junghwa majored in French Language and Literature and studied English communication skill in Canada. Junghwa has worked for private companies in the past, assisting them in their critical English communications. Before joining the YSLME Project Management Office, she worked in the International Cooperation Section of the Korea Ocean Research and Development Institute (KORDI), where she organized and managed international conferences and training programmes, and facilitated communications. Her responsibilities at YSLME are to manage the huge flow of correspondence and communications and assist with complicated meetings, and travel arrangements for all the troublesome staff.

Kyungsuk Lee

Educated in the field of Business Administration at Catholic University, Seoul, Kyungsuk worked as senior accountant at Gillette Korea Ltd & Synovate Korea Ltd prior to joining the PMO. Her major roles in PMO are accounting, management information and budget management. Her responsibilities include maintaining the project accounts and maintenance of computer-based information concerning the financial and administrative management of the project. In her free time, Kyungsuk can be found digging wells in Cambodia or helping other stricken people such as the troublesome international staff with translating their household bills and dealing with finance-related queries.

Sunyoung CHAE

Associate Expert

Sunyoung majored in international studies at graduate school of Korea University and studied English in Canada. She also helped in the YSLME project as a research assistant of Political and Social Acceptance Analysis of the Strategic Action Programme and worked as an intern at Environmental Cooperation Division, Ministry of Foreign Affairs and Trade. During that period, she could understand the current environmental issues and international affairs. Sunyoung considers that working in YSLME is a good opportunity to understand UN system and can be a steppingstone to be an environmental expert.

Shouqiang Wang

Associate Expert

Shouqiang WANG joined the YSLME project as an Associate Expert in June 2009. He majored in Food Science and obtained a second degree in Microbiology at the Northeast Agriculture University, China,2004. After attaining a Master’s degree in Marine Biology(studying in Extracellular Glycoprotein of Antarctic Ice Algae) in First Institute of Oceanography(FIO), State Oceanic Administration (SOA), 2007, he conducted the research work of the algae toxin. He has joined many cruises when working in FIO, and can work as an amateur “sailor” on the boat now. From 2009, at the Department of International Co-operation, SOA, Mr. Wang liaised closely with the Project Management Office to facilitate project implementation.

Euidea Yun

Following the attainment of her Masters Degree in Business and Administration from the Korea Advanced Institute of Science and Technology, where she specialized in telecommunications, Euidea worked for the network management team of Hyundai Motor Company. Before joining the Project Management Office, Euidea was an intern analyst for network text analyzing system at The Arlington Institute in Washington DC, USA. She currently manages the complex and constantly evolving IT environment of the project office, and responds faster than Superman to the faint cries of ‘help’ from the staff desks.
